Self-build in Hertfordshire by the numbers
At 30 October 2024, Hertfordshire’s ten councils had 758 individuals and 7 groups on their self-build registers, and granted 262 self-build plot permissions in the year. Dacorum had the longest register (229). Hertsmere granted the most permissions (91), followed by North Hertfordshire (67), St Albans (50) and Dacorum (40).
Registers in St Albans and North Hertfordshire fell sharply during the year, from 799 to 17 and from 436 to 88, so the numbers are a rough guide to demand rather than an exact count.

Where Hertfordshire plots come from
Five councils report adopted policies for self-build plots on larger sites: East Herts, North Herts, Stevenage, Watford and Welwyn Hatfield. North Hertfordshire’s policy SP8 requires at least 1% of homes on sites of more than 600 homes to be self or custom-build plots. With the Gilston villages and Hemel Garden Communities planned for thousands of homes, those policies could release a meaningful number of plots over time.
Check the register rules before you apply. East Herts introduced a £25 fee from 1 April 2026, and Part 1 requires 12 months living or working in the district, adult relatives resident for five years or more, or armed forces service. Hertsmere also charges a fee. North Hertfordshire’s register is free with no local connection test.
Self-builders can usually reclaim VAT on materials through HMRC’s DIY housebuilders scheme, and claim an exemption from the Community Infrastructure Levy if they apply before starting work and live in the home for at least three years.
What a lender will need for a Herts self-build
Money is released in stages as the build progresses, either after each stage is checked or, with fewer lenders, in advance. Plan for a deposit of around 25% of total costs.

We honestly thought getting our first mortgage would be impossible because of previous CCJs and defaults on our credit reports. After speaking with Falcon Finance, we finally felt like someone understood our situation rather than just judging us on our credit history. The team took the time to go through everything, explained our options clearly and helped us find a specialist lender who could consider our circumstances. They were professional, patient and kept us updated throughout the process. What initially seemed impossible suddenly felt achievable. We couldn’t recommend Falcon Finance enough, especially to anyone who’s been turned away by high street banks or has had credit problems in the past. Thank you so much for all your help!![]()

Self Build Mortgages in Hertfordshire: Frequently Asked Questions
How many self-build plots are approved in Hertfordshire?
Hertfordshire councils granted 262 self-build plot permissions in the year to 30 October 2024, led by Hertsmere (91), North Hertfordshire (67) and St Albans (50).
Do Hertfordshire councils charge to join the register?
Some do. East Herts charges £25 from 1 April 2026 and Hertsmere also charges a fee. North Hertfordshire’s register is free.
Will the big new communities include self-build plots?
Possibly. Several councils have policies requiring plots on larger sites, such as North Hertfordshire’s 1% on sites of more than 600 homes. Ask the council and developer about plot releases.
Can I reclaim VAT on a self-build in Hertfordshire?
Usually yes, on many building materials, through HMRC’s DIY housebuilders scheme. The claim has a strict deadline after completion, so keep every invoice.
How much deposit do I need?
Usually around 25% of the total project cost. Buying the land first, before the build loan, often needs a larger deposit on the plot.
